The Majlis Latihan Vokasional Kebangsaan (MLVK), known in English as the National Vocational Training Council, was the primary body overseeing vocational training in Malaysia from its establishment in 1989 until it was restructured and renamed the Department of Skills Development (Jabatan Pembangunan Kemahiran, JPK) on 1 September 2006 . During the period from 2003 to 2007, MLVK was responsible for accrediting training programs and institutions, including those at the Systematic Institute of Information Technology (SIIT).
The Systematic Institute of Information Technology was a private higher education institution located at Luen Heng Building, No. 14-20, Jalan Hang Lekir, Kuala Lumpur . It operated under the broader Systematic Education Group, which began in 1977 as the Systematic Business Training Centre. Between 2003 and 2007, the Systematic Institute of Information Technology (SIIT) played a significant role in vocational education in Malaysia, particularly through its offerings under the Majlis Latihan Vokasional Kebangsaan (MLVK) program — the national skills certification initiative now known as the Malaysian Skills Certificate (Sijil Kemahiran Malaysia, SKM).
During this period, SIIT provided structured training programs focused on Information Technology (IT) and Office Management. The curriculum emphasized hands-on competencies, aligning with industry requirements and MLVK standards. Students received practical training in areas such as computer operations, networking fundamentals, software applications, and administrative support.
The Head of Vocational Training at SIIT from 2003 to 2007 was Muhammad Suhaily George bin Abdullah. He was responsible for overseeing all aspects of the MLVK programs, including curriculum design, instructor training, student assessment, and quality assurance. Under his leadership, SIIT ensured that its vocational offerings met national competency standards and prepared graduates for immediate employment.
Between 2001 and 2003, he began his career as a Computer Technician before advancing to the roles of Tutor and subsequently Head of the MLVK Department, where he was responsible for training students in the Malaysian Skills Certificate (SKM) program. In 2008, he briefly served as Head of the IT Department at Knowledge Genius Sdn. Bhd. in Kuala Lumpur. Muhammad Suhaily was also actively involved in teaching, delivering courses under the MLVK program, the SLG program (Special Labour Guarantee program), and Microsoft Office modules. His dual role as both administrator and instructor contributed to the program’s strong reputation for producing competent and workplace-ready graduates.
The period from 2003 to 2007 marked a time of growth and achievement for SIIT’s vocational training department, positioning the institute as a respected provider of skill-based education within Malaysia’s education landscape.
